Anthony Baumgartner called the meeting to order at 7:35 p.m.
Approval of Meeting Minutes
The meeting minutes for September 12, 2000
were not provided by Dominion Management Company. The management report was
reviewed and a correction was made to the item pertaining to the basketball hoop
violation. Steve noted that the board had already voted to send a hearing notice
to the owner.
Financial Report
Dominion Management provided no financial
report.
Old Business
Landscape Maintenance Contract
Steve reported that a meeting between him and several contractors would take place on October 20th, at which time he
would obtain bids for the lawn/ common area maintenance. Steve requested that the management company provide a listing of the contractors and the invite
letter.
No Outlet Sign
Colin reported that we had not yet
addressed the issue of the "no outlet" sign requested by one of the
neighbors. He volunteered to call the county on this subject. Tony questioned
whether the neighborhood could put the sign up themselves. Steve suggested that
if a sign is installed, that the sign be installed away from the front
of any homes.
Bond Release Work
The board agreed that we need to be
provided with the date for the completion of the bond release work from Julie.
The board would also like to know if Madison Homes has been billed for the lawn
contract.
Neighborhood Roster
Steve reported that he is working on
updating the roster. Twenty or so additional houses need to be updated because
e-mail addresses were inadequate.
Neighborhood Party
Steve suggested that the neighborhood
party be postponed until the spring and suggested that money should be put in
the budget for this event. The members of the board concurred.
New Business
Cleaning Up After Pets
Tony brought to the board's attention,
the problem of owners not cleaning up after their dogs. Some areas in the
neighborhood, most notably the area near the bus stop are particularly bad.
There was discussion among the board members as to how to best deal with this
issue. It was decided that a note be placed in the newsletter for now. T.M.
agreed to contact Julie about this matter. Also the issue of trash along the
Rugby Road fence was addressed. Steve suggested that we ask the current lawn
maintenance contractor to take care of it, and volunteered to speak with them
about this matter.
Spotlights
Tony reported that the owners of lot
#1 would not mind if we put spotlights at the entrance on Valley Oaks in front
of their home as long as they are placed so as not to shine in their home. We
need to find out if Julie contacted the electricians about this project. T.M.
asked about the possibility of decorating the entrance signs for Christmas. The
board would be interested in this, but would need to find out if we could plug
any lights into homeowner's outlets. T.M. suggested just garland for now. It was
also discussed that we would need a volunteer to decorate.
County Information
Tony requested that Julie forward the
information from her contact with the county about the issues of standing pond
water and the work to be completed by Madison Homes. The board would like to
obtain the phone number from Julie for the contact at the Board of Health so
that it can be provided to FOG Homeowners.
Architectural Control Committee
The committee was meeting tonight
also. They are in the process of establishing additional standards for the FOG
community.
Newsletter
T.M. volunteered to take over the job
of putting together a quarterly newsletter beginning with the January edition.
Next Meeting
Colin volunteered to have the next
meeting at his home at 3709 Valley Oaks Drive, on November 14, 2000.

With no further business to conduct, the meeting was adjourned at 8:25 p.m.
